The purpose and objectives of
Competitions are held with the aim of further development of snooker in Ukraine, identify the strongest athletes, training for participation in official international competitions.

Questions that are not included in this provision, as well as related changes to the format, conditions and procedure of the tournament and others are solved by the organizers and the Judges of the competition.

Participants
Tournament - OPEN (international)
 The number of participants is LIMITED to 60 participants.
To participate in the competition is open to all interested athletes - members of the FSO (first 60 members) – who have confirmed their participation within the prescribed period and paid a membership fee (before games).
Registration for the competition ends 30.11.2016 at 14:00.
The organizer may refuse the right to participate in the tournament any player:
who has violated this provision (provision on the tournament);
- who made the address of the Organizer, the Organizer's representatives, judges, sponsors, other players, public insults, rude remarks, false statements;
- disqualified for unsportsmanlike conduct.
The use of participants of alcoholic beverages is PROHIBITED.
Funding
The costs associated with sending athletes (return fare, daily allowance on the way, food, accommodation, salary) at the expense of the sending organizations or personal funds.
Rules
The competition is held in accordance with the rules of IBSF (International Billiard & Snooker Federation) and the WPBSA (World Professional Billiards and Snooker Association), with some additions

Additions to the rules:
1. "Foul" and "penalty" (eng. foul and miss) to force the opponent to repeat the blow from the restored position is not more than 4 times.

2. In the absence of the judge, his functions are performed by the opponent at the meeting *.

3. If wastaway player to win the frame, layering on the table, you need more than 3 fouls (minimum) opponent, he is given 3 attempts on a successful hit (i.e., score layer, to put snooker or foul the opponent) otherwise, the frame is considered lost.

The competition is held in 2 stages:

1. Group stage
2. Main stage (Play-off)
1. Group stage

Allowed first 60 athletes who have confirmed their participation in due time.

The number of groups – 12
The number of participants in the group – 5
Groups are formed through a blind draw based on the ranking of FSU (including the territorial criterion).
In that case, if the athlete is not in the rating, it is to be paid at the end of the rankings in alphabetical order or by drawing lots.
The draw will take place on Wednesday 30.11.2016 at 18:30 in "BK", the Leader (Kyiv, vul. Sklyarenko 5)
Meetings are held in groups of 3 frames (up to 2 victories)

The winners in the group:

To consistently account for such factors
1. MW (match win) – the number of games won
2. FD (frame difference) – difference of won and lost frames.
3. Personal meetings.
4. FW (frame win) – the number of winning frames.
5. Cast of the black layer from the point - "respot-black" (eng. respot black). The order is determined by lot.

Not played the game or shootout participant after the start of the tournament
If for any reason the participant has not played the match. The opponent is awarded a technical victory in the match
Technical win
matches up to 2 victories - 2-0 with the score 50-0, 50-0
matches up to 3 wins 3-0 with score of 50-0, 50-0, 50-0
etc.

2. The main stage

Mesh single elimination (playoffs).
Number of participants - 36 (the participants who took 1-3 places in the groups)

The grid is formed based on the results of the group stage

To determine the seeding numbers are recorded sequentially, the following indicators of the group stage,

1. PG (place in group) – the place taken in the group
2. FA (frame average) – the average number of frames won per match
3. FW/F(all) (win frame / all frame) – percentage of frames won (ratio of winning frames to the total number of played frames)
4. R (ranking) – rated of FSU.
5. Random – definition of random numbers (lots).
Held on the Olympic system, to the first defeat (Play-Off).

Meetings:
Meeting 1/4 inclusive - 5 frames (to 3 victories)
The semi - finals of 7 frames (to 4 victories)
The finale of 9 frames (up to 5 wins)


The arrival time of the athlete to the competition venue.
The meetings begin at a clearly set schedule.
Tardiness is unacceptable!

The athlete must be present at the competition venue 30 minutes before the start time of its meeting, specified in the schedule and to inform the judge of the competition (because it is possible to offset the previously announced alignment).

Tardiness:
15 minutes to play in the frame.
30 minutes - automatically lose the match.

Time is counted from the moment of the call of the player to the table.

Each athlete is given 5 minutes to warm up prior to the meeting. In case of delay, the player must start the match without a warm-up.

Game day is divided into sessions with a certain interval in the match (including a 5 minute warm-up). If the meeting is not over, and before the next session in less than 30 minutes. The chief judge decides about the continuation of the meeting.
If the meeting is stopped - the players are waiting (do not leave the competition venue). The meeting will be dograma by the decision of the Chief judge.
Applications
The application for the tournament is to be submitted by the athlete online at the website www.snooker.ua or www.snookershot.com by filling in a special form (see Bottom of page).

In the absence of the possibility to fill in forms online, the application is sent electronically to the Chief judge of the competition 147blackball@gmail.com or in case of an emergency, tel: (066) 567-58-57.

The application form should contain the following information:
- Surname, name of the athlete (in Ukrainian);
- Surname, name of the athlete (English);
- Country, region, city which is the athlete;
- Date of birth of the athlete;
Phone;
- E-mail;
Highest break;
- Billiard club which represent (which are trained);
Trainer (if any);
Be SURE to send an e - mail 147blackball@gmail.com high-quality color photos (for the formation of a personal card of the athlete).

Registration for the competition ends 30.11.2016 at 14:00.

Form for submitting online applications after this time will be blocked.

Before the competition the panel of Judges, on the basis of submitted applications and the drawing forms the tournament grid (groups). Thus, the athlete in advance (before the competition) has the ability to see the grid (of the group) and know your opponent and time of the meeting.

Note: in case if the athlete filed an application, but for some reason cannot participate in the competition, he may withdraw its application for participation tel: (066) 567-58-57 prior to end of registration.
If the athlete has applied, but was absent at the tournament, he is obliged to pay the amount of the membership fee to the tournament, or it will be denied participation in the next competition.

ATTENTION! After check in, athletes are not allowed to call the organizers on the issue of inclusion in the list of participants! Do not waste your time!

Athlete-snookered must be able to manage your time. Respect other members and organizers of the competition.

The athlete needs to look neat and at the first request of the judge to put himself in the proper form.

On the form athletes on the back without the consent of the organizers is not permitted the presence of any patches, stickers, etc. On the front of the permitted logos, flag and emblem of the country, the city, the club which he represents. Sponsors ' logos with a maximum size of 50х100мм.

Appropriate attire is MANDATORY


In the absence of the member the appropriate form of clothing, may be refused further participation in the competition without the return of a charitable contribution.
Form inventory
To participate in the tournament, the athlete must use a cue length of at least 3 feet (91cm) diameter stickers not more than 11mm.

Membership fees
The membership fee must be paid before the start of the games

The amount of the membership fee is:
Men – 400 UAH.
Women, boys and girls (under 14 years), veterans (50 years) – 300 UAH.
